As William Bludworth is the vehicle through which the protagonists gain insight into the workings or motives of Death, one possibility is that he himself is the personification of Death, made manifest in an innocuous position where his knowledge and talents would serve best to hide his presence as well as giving him unique access to the minds of the intended targets.
